Ian Tomlinson died inside a police cordon - no confidence in the police complaints authority

Ian Tomlinson was surrounded by police - in effect he was in police custody - and he died. Can the Police Complaints Commission be expected to do anything about it? Did they do anything about Kevin Gately or Jean Charles de Menezes?
